Paul Rowley established this fund in 1989 to benefit a full-time student at Delta College for the first time. Paul Rowley is a native of Bay City and local businessman who attended Bay City Junior College and earned his degree at the University of Michigan. He believes in community colleges because they make higher education more affordable for all.
