The Parker M. and Virginia Howell Scholarship is awarded to a graduating senior from a high school in the city of Ventura. Applicant must be enrolling at an accredited community college or 4-year college or university or an enrolled Ventura College student who will continue at Ventura College or transfer to another accredited community college or 4-year college or university.
