This scholarship was established in memory of Mark Todd Hale who died from complications arising from elective open-heart surgery on Aug. 12, 1987, before realizing his dream of becoming a law enforcement officer. This opportunity is open to graduating high school senior or a full-time college student (12 hours or more) pursuing study in the field of criminal justice. Applicants must be residing in the Coastal Bend.

- Residence:Applicants must reside in the Coastal Bend. Coastal Bend: Defined in the bylaws of the Coastal Bend Community Foundation as the counties of Aransas, Bee, Jim Wells, Kleberg, Nueces, Refugio, and San Patricio.
- College:An accredited college or university during the school year for which the scholarship is awarded.
- Major/Career:Applicants must major in criminal justice.
