The scholarship was established in honor of Edgar G. Garvin to support high school graduates of Wayne County who are planning to enroll in a course of study leading to an undergraduate or graduate degree in teaching at the Ohio University. Applicants must be graduates of Wayne County high school or college students and must have a minimum of 2.75 GPA.
